The VNIRO scientist joined the Expert Council of the Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation

Due to the completion in 2026 of the term of office of the expert councils of the Higher Attestation Commission under the Ministry of Science and Higher Education of the Russian Federation, as well as the adoption of a new nomenclature of scientific specialties for which academic degrees are awarded, and a reduction in the number of scientific specialties in the nomenclature aimed at developing interdisciplinary and multidisciplinary research, the Ministry of Science and Higher Education of the Russian Federation has approved new the composition of the expert councils of the Higher Attestation Commission, who are responsible for ensuring and improving the quality of scientific and qualification work and are formed from among the leading scientists and specialists in the field of science, technology, education and culture.
 
The main tasks of the Higher Attestation Commission experts are to conduct an examination of the compliance of dissertations and attestation cases with established criteria and requirements, prepare conclusions on the awarding of academic degrees, recognition of academic degrees and academic titles obtained in a foreign country, and other functions.
 
The updated Expert Council on Zootechnical and Veterinary Sciences includes Alexey Zhigin, Doctor of Agricultural Sciences, Professor, Chief Researcher at the Department of Invertebrate Aquaculture of the Department of Aquaculture of the All-Russian Scientific Research Institute of Fisheries and Oceanography (VNIRO). He was first elected to the Expert Council on Zootechnical and Veterinary Sciences in 2022.
 
During the 4 years of his work in the Expert Council of the Higher Attestation Commission for Zootechnical and Veterinary Sciences, Alexey Zhigin personally conducted an examination of more than 40 dissertations in specialties 4.2.4 and 4.2.6, including on difficult issues related to citizens' applications for deprivation of academic degrees. 8 recommendations on the best dissertations have been prepared for annotation in the Bulletin of the Higher Attestation Commission.  Petitions from organizations for the opening of 4 new dissertation councils and a number of partial changes to existing councils have been considered. The activities of several autonomous dissertation councils were analyzed for compliance with existing requirements. The analysis of the composition of the editorial boards of several periodical scientific publications for the right to be included in the list of Higher Attestation Commission for the considered scientific specialties has been carried out.
 
In addition, over the past 4 years, he and with his participation published 35 scientific papers, including 3 academic publications, 6 monographs, 26 articles (16 in publications from the list of the Higher Attestation Commission). During this period, his doctoral and PhD theses were successfully defended under his leadership.

The Higher Attestation Commission under the Ministry of Education and Science of the Russian Federation is the central body in the field of awarding academic degrees and titles; ensuring a unified state policy in the field of state certification of scientific and scientific–pedagogical personnel. In addition to having a PhD, there are other requirements for members of expert councils. The composition of the expert council is formed from among the leading scientists and specialists in the field of science, technology, education and culture, who in the last 5 years preceding their inclusion in the expert council, who have at least 10 publications in peer-reviewed scientific journals and (or) patents (certificates) for utility models, patents for industrial designs, patents for breeding achievements, certificates for programs for electronic computers, databases, topologies of integrated circuits, registered in accordance with the established procedure. The term of activity of the expert councils of the Higher Attestation Commission is 4 years.
