Born on September 20, 1948.

In 1971 he graduated from the biology and soil faculty of Leningrad state University.

From 1971 to 1993 he worked at the Institute of marine biology of the far Eastern branch of the Russian Academy of Sciences (Vladivostok), starting as a trainee researcher, graduated as Deputy Director of the Institute for scientific work.

From 1993 to 1996 – Deputy, Deputy Chairman of the Committee on education, science and culture of the State Duma of the Federal Assembly of the Russian Federation of the first convocation.

From 1996 to 2000 - Deputy, Deputy Chairman of the Committee on education and science, Chairman of the Committee on natural resources and environmental management of the State Duma of the Federal Assembly of the Russian Federation of the second convocation.

In 2000 – state Secretary, Deputy Minister of the Ministry of science and technology of the Russian Federation.

From 2000 to 2002 – President of the Union of scientific societies of Russia.

In 2002 – member of the Federation Council of the Federal Assembly of the Russian Federation from the Legislative Assembly of Primorsky Krai.

From 2002 to 2005 – Vice-Governor of Primorsky Krai (representative in Moscow).

From 2005 to 2008 – Deputy Director Of the Department of fisheries policy of the Ministry of agriculture of the Russian Federation.

From 2008 to 2009 – adviser to the head of the State Committee on fisheries of the Russian Federation.

From 2009 to 2012 – first Deputy Director of VNIRO.

From December 2012 to February 2017 Director of VNIRO.

From February 2017 to present - scientific Director of VNIRO.

From 2001 to present – Professor Of the Department of ichthyology of the Biological faculty of Moscow state University named after M. V. Lomonosov (part-time).
